This survey was conducted by phone from 90-22 October 2019 among 901 registered voters in Los Angeles County by Hart Research, based in Washington, DC A total of 32% of respondents were contacted via a landline and 68% were contacted by a mobile phone . The questionnaire was developed in collaboration with the Los Angeles Times, the UCLA Luskin School of Public Affairs and the Los Angeles Business Council Institute. All respondents were selected from the California voter base. Interviews were conducted in English or Spanish, depending on the preference of the individual respondent. The study has a general error margin of 3.2 percentage points in both directions at a confidence level of 95%. Example tolerances for subgroups are greater.

The completed interviews included 269 Latin respondents. The survey also conducted additional interviews to reach 107 completed interviews among Asian Americans and 125 among African Americans. In the final data, the racial groups have been weighted back to reflect their correct proportions of the L.A. County electorate. Survey certain quotas to achieve the correct geographical, demographic and partisan distribution; After the interviews were completed, Hart Research applied minimum weights by geographic region, party registration, age, gender, and education to ensure that the sample reflected the overall universe of registered voters in L.A. County.
